The European Commission’s aim was to increase the number of evaluators from non-university organisations for the H2020 framework programme and it has been successfully accomplished according to the study of the Danish Agency for Science and Higher Education. However, it is evident from the survey that the academic index is still the highest one.

The majority of cases 49 % were composed by panelists from universities; second place of 39 % is for evaluators from industry field and the percentage of 7 % stands for private sectors.

According to the evaluators’ impressions, the group composition raises a problem of the unequal mix between universities and the private sector which causes the lack of interdisciplinary expertise.

The other issues which affect the group as a whole may be insufficient industry participation and the difference among experts in their knowledge, academic background, problematic communication skills, and cultural barriers.
