    Raphael de Vivans

    Raphael de Vivans CEO


    After 10 years in the private sector as SME manager, Raphael de Vivans decided to join the European Commission as an external auditor for the DG RTD.
    For 3 years, he has been in charge of on-the-spot controls of beneficiaries to ensure that their accounting and recording systems comply with the financial requirements of the RTD contract. His role was to verify that costs charged by contractors comply with the RTD contract. He was in charge of the evaluation of audit findings and was responsible for proposing changes as necessary in systems, procedures and financial aspects of the RTD contract.
    He audited public and private companies, Universities, Small and Medium size Enterprises, and non-profit organizations all over Europe.
    During these 3 years, he realised that many beneficiaries have difficulties with the rules of the European contracts. Many of them are looking for support when they have to face administrative & financial issues in the management of their projects and to face an audit carried out by the European Commission services.

    Viktoria Jarosh

    Viktoria Jarosh Director of Operations


    Viktoria Jarosh is responsible for managing EFMC daily business operations, managing the implementation of business guidelines and strategies, working with other departments to ensure everything runs smoothly and in accordance with EFMC guidelines. Her daily responsibilities also include Key Account Management, Human Resource Management, Marketing and Communication.

    Viktoria has obtained a Master’s degree in International Business Administration with the specialization in Marketing at EBS – Estonian Business School, Tallin, Estonia. She has a professional business administration and marketing background for more than 6 years in different industries.

    She speaks English, Estonian, Russian and German.

  • Senior Consultant
    Robert Carroll

    Robert Carroll Senior Consultant


    Robert Carroll is a Senior Consultant and a member of the EFMC senior experts team. Robert is one of our Senior Trainers who delivers open training's and specialised in-house training's all over Europe for a wide range of organisations. In addition he conducts pre-audits for organisations who wish to insure they pass an EC audit and also delivers bespoke consultancy services related to EU projects.

    An Irish national by origin permanently living and based in Barcelona, Spain for the last 10 years who speaks English natively and Spanish and Catalan fluently; he is a highly motivated, dynamic and flexible EU, FP7 & H2020 grants consultancy expert having commenced his professional career advising the Irish Parliamentary committee on EU funding in Dublin, Rep. of Ireland and thereafter being appointed to the position of EU Funding Officer at the European University Foundation based in Luxembourg. Moving to Barcelona; Spain subsequently he was appointed to a number of senior EU expert advisory positions; at a Barcelona based R&D centre, an international EU funding consultancy and the Catalan employers confederation. Therefore he has garnered over the last 13 years invaluable experience at the forefront of advising and providing financial consulting services to RTD providers, SME clients, universities and non profit organisations on all aspects of EU financial project management, and audit procedures with the European Commission.

    Over the course of his career he has also personally managed as a partner and coordinated a number of FP7 & H2020 projects as well as managing clients cases who have been subject to EC audits. Robert has therefore encountered a wide variety of scenarios and situations in the EU funding and audit sphere from different clients perspectives. He brings this experience to a wider European audience through EFMC to demystify the EU funding financial and audit process by bringing highly practical and pragmatic solutions to clients needs and requirements.

    Marco Liviantoni

    Marco Liviantoni Senior Consultant


    Marco Liviantoni is a Senior Consultant and a member of the EFMC senior experts team. Marco is one of our Senior Trainers who delivers open training's and specialised in-house training's all over Europe for a wide range of organisations. In addition he conducts pre-audits for organisations who wish to insure they pass an EC audit and also delivers bespoke consultancy services related to EU projects.

    University degree in law at the University of Perugia (IT), 15 years of professional experience in EU affairs as freelance consultant working with Public and Private Organisations such as Public Regional Agencies, Business Associations, Consulting Firms, Universities, Large Companies and SMEs. Coordinator and project manager in many EU funded projects under CIP-IEE, CIP-EEN, EuropeINNOVA initiative, 6FP and 7FP, LDV DOI, COSME, H2020, EDII Initiative, EIT Digital, AL-INVEST IV, gaining a proficient knowledge of rules and procedures governing the EU programmes. Areas of expertise: internationalization of SMEs, business start-up and incubation, innovation, strategies for business development.

    IMP3rove (A.T. Kerney) certified expert (level 1), he was head of the European Projects Area at the Umbria Regional Agency for Internationalization from 2011 to 2017. He also developed a valuable experience as lecturer at University of Perugia.

  • Administrative Manager
    Margit Loikmaa

    Margit Loikmaa Administrative Manager


    Margit Loikmaa has graduated from the University of Tartu in 2007 with bachelor’s degree in French language and literature and minor in PR and communication studies. She has mainly worked in the field of PR and communication in both public and private sectors, and before joining EFMC she was working as an Office Manager in an international educational organisation. Her responsibilities include the day-to-day running of the office and coordination of internal and external communication. Among other tasks, she is responsible for the organisation of conferences and events as well as the production of publications and newsletters. She speaks Estonian, English, French and Russian.

    Luis Edgardo Flores

    Luis Edgardo Flores Account Executive


    Luis Flores is responsible for building and maintaining strong, long lasting project relationships. Being an important link between EFMC and the client, Luis identifies potential projects granted by the European Commission and different consortiums, which are being set up by the European Commission, he manages the entire cycle from finding a client to securing a deal and providing a professional after-sales support. Luis Flores negotiates agreements and remains in frequent contact with the clients to understand their needs.

    He speaks English, Spanish, Dutch, Papiamento and Italian.

  • Account Executive
    Anneli Salula

    Anneli Salula Account Executive


    Anneli Salula is the newest member of EFMC's Account Executive team. An Estonian native she spent many years in Ireland where she graduated with a bachelor’s degree in European Studies from the University of Limerick, majoring in economics and sociology alongside German and Spanish.
    A dynamic energetic multilingual administrator and organiser accustomed to working in a multicultural environment she worked for a number of international and multinational organisations over the course of her career including Apple and Ericsson where she has garnered over 6 years experience in the field of customer relations and international administration.

    Anneli is responsible for identifying clients who wish to uptake EFMCs services, checking the calls published by the European Commission as well as using social media platforms for market research. She will then build and maintain strong, long-lasting relationships with participants and clients, Anneli is managing all stages of the service offering, from first contact with the client, negotiating the proposals, price offers and agreements.
    Anneli’s tasks also include business development initiatives, such as planning and overseeing new marketing opportunities, attending conferences, PR meetings and events.

    She speaks Estonian, English and German fluently.

    Camelia Taha

    Camelia Taha Business and Marketing Development Assistant


    Camélia Taha is a French intern finalizing her Master’s Degree studies in International Business Management majoring with Supply Chain Management & Business Development at the European Business School of Paris, and currently writing her Master’s Thesis regarding the impact of the cultural differences on the way people communicate within an organization. She speaks French, English, German and Arabic. Her responsibilities include assisting the CEO and Marketing Director in their daily tasks, being in charge of the social media pages and website as well as presentations or other documents.
